Abstract
The EU educational policy had executed some significant shifts from the original humanist, emancipatory and democratic concerns towards concerns governed by technocratic rationality at the
end of the 20th century. This has produced certain tensions in other particular aspects of European education. The EU’s efforts to create a learning society are thus marked by contradictions that are
difficult to resolve, as they attempt to serve fundamentally irreconcilable technocratic, humanistic and emancipatory interests.
