On the Characteristics of the Government of a Modern State

Abstract
The article is conceived as a characteristics and comparative description of the governments of modern states. Governments are regarded as supreme executive bodies of states and belong to the broader framework of the executive. The author pays attention first to the general characteristics of the government and central state bodies and then to the specific institutes of the rise, term, conception, composition and structure of the specific governments. The final part of the paper concentrates especially on procedural and material issues of the competence and powers of governments
