The autor deals with the evolution of definitions of a refugee according to the Arrangements of 12 May 1926 and 30 June 1928 or the Conventions of 28 October 1933 and 10 February 1938, the Protocol of 14 September 1939 or the Constitution of International Refugee Organization. Refugees were originally defined as a group with using objective criteria. After the second world war the definition of a refugee was individualized. The core of the definiton becomes the individual polical prosecution.
