Abstract
Organizing of the state administration and self-government is a permanent problem of our state. Reflections on possible reforms the adminstration are lasting in our history. There are some successful and also unsuccessful attempts of changing the admmistrative organization in our history. One of the most interesting attempts was legalized in 1920. It was "The Župa Act", which should have completely changed the provincial systeme.

The Act and it's subsequent realization should have eliminated provisional arrangement of adopted us Austro-Hungarian state administration. The Constitutional committee's report stated, that the public administration should have been democratic and offer the possibility of developing activities for economic, social and cultural progress of the population in the administration areas. The double administration should have been eliminated bz amalgamation of the state administration and selfgovernment into mixed authorities consisting of elected officiers and state servants.
