The electoin in Bosnia and Hercegovina

Abstract
The article deals with problems of the election system and the process of the election in this state in 1996 and 1997. This election lead to the constitution of the state's organs at all levels - national, Entities, Cantons and municipal. The distinctions of this election are given by its rules and regulations embeded in the international agreement - Dayton Peace Agreement. It should be pointed out that these elections formed the first organs of the country after a conflict which took the 44 months.

The article pays attention to the right to vote for refugees as confirmation their right to return to Bosnia and Hercegovina contented in Dayton Peace Agreement.
