The social development in the second part of the 20th century leads in the modern world to the important position of legal comparative studies. The author of the text presents the question of self governing law making of municipalities in wider European relations. The text is especíally concerned with The European Charter of Local Self government and The Recommendatíon of the Committee of Ministers of the Council of Europe No. R (98)12 on Supervision of Local Authorities' Action, both based on the idea that public responsibilities shall generally be exercised, in preference, by those authorities which are closest to the citizen. Then the author consults the legal situation of self-governing law making of municipalities in the nearest neighbourhood: the Slovak Republic and the Republic of Poland.
