New legal regulation concerning personal data protection, some of the relations and problems of the regulation within the public administration

Abstract
The author oj this article concentrates on the new law concerning personal data protection no. 101/2000 of the Collectíon, and on its effect upon the sphere of public administration. This law represents the first complex norm dealing with one of the most important features of personality protection, i.e. handling perso­naf data. It elucidates the constitutional grounds and a broader legal context of personal data protection, the extent of the law, and the basic concepts that are used in the law. Then the personal data handling principles that are contained in the law, duties of those who pro­cess the personal data, and rights of the personal da­ta bearers are analyzed. The supervising, sanctioning, consulting, and registering competence of the new Of­fice of Personal Data Protection is also dealt with. A special attention is paid to some problems concer­ning the realization of the law in the sphere of public administration.
