The Lisbon Treaty presents an important turning point in the history of national parliaments´ participation in the process of European integration. National parliaments is becoming a part of the European institutional architecture in addition to their role of bodies legitimizing and scrutinizing respective governments. Some of particular tasks, which are summarized in art. 12 of the TEU, cannot be effective without implementation in domestic law. In the Czech Republic, the relevant law has a form of amendment of the Standing Orders of both parliamentery Chambers. The original bill was influenced by German, French and British inspiration as for as by the judgment of the Czech Constitutional Court on conformity of the Lisbon Treaty with the Czech constitutional order. The focus of legal regulation lies in prescription of necessary consent of both Chambers to the use of clause of flexibility and to simplified revision of the treaties (self-amending procedures).
