Some Legislative Issues of the Adoption of the Character of Fundamental Rights ad Freedoms (the 20th Anniversary)

Abstract
The author deals with the historie circumstances of adoption of the Charter of Fundamental Rights and Fre­edoms before 20 years ago. At the same time he exami­nes legislative issues of its inclusion in the legal order of the Czech Republic. In 1991 and 1992 was in the Czech Republic chosen a special method of the imple­mentation of international standards of human rights. Their regulation is not a component of the particular chapter or part of the Constitution of the Czech Repub­lic 1992, as it is otherwise usual in the world. The re­gulation is included in a separate lega) document (the so-called "the Charter"), whereon the Constitution only refers to. The author also deals with the peculiarities of this normative and dynamic reference and its con­sequences for the content of the Charter.
