Replacement and execution of activity of governmental bodies by extremist civil associations and political parties

Abstract
This paper analyses the specific norms of the Czech law about prohibition of replacement and execution of activity of governmental bodies by civic associations and political parties. It focuses on the use of these norms in the context of countering extremism. These norms are included in the Act No. 424/1991 Coll., on association in political parties and movements and in the Act No. 83/1990 Coll., on association of citizens. The use of the norms against the Invisible Empire of Knights of Ku Klux Klan, against the National Party and against the Worker´s Party etc. is described. The author comes to the conclusion that the real use of these norms against extremist organization is in close connection with the existence of non-armed paramilitary groups (they try to carry our security tasks). However, new trends of security development can be seen as a specific challenge for Czech law.
