Polish Stabilizing Expenditure Rule as an Inspiration for Czech Lawmaker

Abstract
Public debt rising is a topic, that is still on the agenda in most countries. Member States of the European Union are gradually implementing fiscal rules into their national legal orders, or modify fiscal rules based on gained experience and knowledge. An interesting solution have been chosen by legislators in Poland, which introduced so-called stabilizing expenditure rule, that should better respond to economic fluctuations, instead of existing expenditure rule. First part of this article deals with definition of fiscal rules, especially expenditure rules. Main part of this article is focused on analysis of stabilizing expenditure rule in Poland with conclusions and evaluation.
