Definition of the term "eligible person", as given in the above mentioned law, underwent certain development since the law had been adopted. However, neither that did eliminate the defects of the legal definitíon of these subjects' position. More than that, later amendments brought about new problems as the inconsistencies in the definition of the said term became obstacles, preventing many citizens from realizing their restitutionary claims (mainly the provisions of § 4 par. 2, letters c, d, e and § 8 are concerned). This article deals with those obstacles, possibilities of them being eliminated by the way of interpretation and limits of these possibilities.
