On an administrative reform

Abstract
Looking back to the history of public administration we find out that the contemporary problems are not the new ones. On the contrary, they proceed through the history of our state administration and even the self-government as a "red thread" the knotting of which depends on the political situation. Therefore there are so many reforms, therefore there are so many changes and therefore there are constant discussions on essentially the same topic. The paper does not deal with the analysis of the development of public administration. It only resembles a similar situation when our legislative bodies were also involved in an administrative reform the necessity of which resulted from similar needs, from the establishment of a new state, that of Czechoslovak in that time. Even in that time they came to the conclusion that smaller administrative units are more convenient and flexible but even in that time rather political even nationalist reasons were taken into account. But even in that time the administrative reform was cornered. This year it has been 70 years when the so called district law was introduced at least in a part of the former Czechoslovak territory and which was approved by the National Assembly together with the Czechoslovak Constitution in February 1920.
