Who Makes American Foreign Policy?

Abstrakt
The President is the spokesperson for United States foreign policy. But the President does not act alone in making that policy. The President operates within the legal constraints of the Constitution and within the political constraints defined by public opinion. Presidents that can marshall political opinion behind them will speak with authority. Presidents whose policies are unpopular will be in trouble and their words may ring hollow.
