The chronological framework of the article encompasses XIX – early XX centuries. This choice is due to the features distinguishing this period in the history of the region and all over Kazakhstan. The beginning of the XIX century in Kazakhstan was a new stage of administrative and economic colonization of the region, which coincided with a number of important changes that occurred in the province.This is the period of active migration policy of tsarist Russia and the intensive development of the colonial territory, which resulted in significant changes in social, demographic and economic sphere.
