The article focuses on records of hostile persons according to the Communist Party of Czechoslovakia (CPCz) and Federal Ministry of the Interior. The first records were made up in personal purges that had to consolidate CPCz power after the Prague Spring. The records were kept by the Federal Ministry of the Interior and were a part of the action Norbert. This action was a part of extraordinary security measures which were proclaimed by the State Defense Council.
