Bipolarita, “třetí strany” a utváření postkomunistického multipartismu v Bulharsku

Roč.2,č.2(2000)

Abstrakt
V rámci zkoumání geneze stranicko-politických soustav v postkomunistických zemích střední, jihovýchodní a východní Evropy v devadesátých letech XX. století získalo studium utváření bulharského systému politických stran poměrně významné postavení. Lze konstatovat, že bulharský multipartimus se - byť s menším zpožděním - přiřadil k privilegovaným předmětům výzkumu jaké představovaly například postkomunistické pluralismy v Polsku, Maďarsku a Československu (resp. v České republice a na Slovensku). Pozornost věnovaná bulharskému stranickému systému přitom nebyla dílem náhody ani projevem libovůle tranzitologů. Bulharský multipartismus totiž vykazoval - a do značné míry stále vykazuje - kromě spíše endemických zvláštností také některé nepřehlédnutelné rysy nesporně zajímavé a důležité z širšího hlediska konstrukce modelů utváření pluralitních soustav politických stran, rysy spjaté zejména s komplexním fenoménem bulharské postkomunistické stranicko-politické (bi)polarizace a jejích středně- a dlouhodobých systémotvorných důsledků. Tato teoreticko-metodologicky zaměřená stať představuje příspěvek k diskusi o těchto pozoruhodných aspektech bulharského postkomunistického multipartismu. Hlavní pozornost bude při této příležitosti věnována problematice souvislostí mezi bulharskou variantou dualismu hlavních pólů (Svazu demokratických sil a Bulharské socialistické strany), formátem stranicko-politické soustavy a systémotvorným působením “prodloužené” počáteční sociopolitické polarizace. V této souvislosti zde budou rovněž stručně pojednány některé dílčí otázky vztahující se k evoluci potenciálu a role “třetích stran” v současném bulharském kontextu.
